About CASA of the Bluegrass

What Is CASA?

CASA (Court Appointed Special Advocates) are trained community volunteers who speak up for children who have experienced abuse or neglect and are involved in the family court system.


At CASA of the Bluegrass, our volunteers are appointed by a judge to advocate for the best interests of children in dependency, neglect, or abuse cases across Anderson, Boyle, Franklin, and Mercer counties.. Their role is simple, but powerful: make sure every child’s voice is heard and their needs don’t get lost in a complicated system.

When a child enters foster care, everything changes. CASA volunteers provide consistency, advocacy, and informed recommendations—often becoming the one constant adult presence focused solely on that child’s future.

What Does a CASA Volunteer Do?

CASA volunteers serve as independent fact-finders and advocates for children in family court. They work closely with everyone involved in the child’s life to understand the full picture and help the judge make informed decisions.


CASA volunteers:

  • Meet regularly with the child they serve
  • Talk with parents, foster families, teachers, therapists, and caseworkers
  • Review school, medical, and court records
  • Attend court hearings and submit written reports to the judge
  • Advocate for safe, permanent, and nurturing homes


Every recommendation a CASA volunteer makes is centered on one question: What is in the best interest of this child?

Why CASA Matters

Judges make life-changing decisions for children every day, often with limited time and information. CASA volunteers help bridge that gap.

Children with CASA volunteers are more likely to:


  • Find safe, permanent homes
  • Receive critical educational and medical services
  • Spend less time in foster care
  • Have their needs clearly communicated in court


Most importantly, they have someone who is there just for them—not paid, not assigned dozens of cases, but committed to seeing them thrive.

Who Can Become a CASA Volunteer?

CASA volunteers come from all walks of life. You do not need legal or social work experience—just a willingness to listen, learn, and advocate.

To become a CASA volunteer, you must:


  • Be at least 21 years old
  • Complete required training and a background check
  • Commit time each month to one child or sibling group
  • Be willing to serve as a consistent presence during a child’s case


Training is provided, and volunteers are supported by professional CASA staff every step of the way.

How CASA of the Bluegrass Serves Our Community

CASA of the Bluegrass serves children in Central Kentucky who have been removed from their homes due to abuse or neglect. We recruit, train, and support volunteers who work alongside the court system to ensure children’s voices are heard and their futures are protected.


Because we are a nonprofit organization, our ability to serve children depends on community support—from volunteers, donors, and partners who believe every child deserves safety, stability, and a voice.

  • Research – Gather all relevant information about the child’s situation through personal interviews and a review of records, documents, and clinical data.
  • Advocate – Present the facts to the Court during hearings through written reports and direct testimony, ensuring the child’s best interests are always at the forefront.
  • Collaborate – Work closely with the Court, social services, and legal counsel to make sure each party meets their responsibilities to the child.
  • Monitor – Track the case from start to finish, ensuring that all parties follow the Court’s orders and promptly reporting any changes that may require the Court’s attention.

  • A Big Brother or Big Sister.
  • A counselor/therapist.
  • A babysitter for the child to whom he or she is appointed.
  • An advocate for the parents or anyone other than the assigned child.
  • An attorney (therefore, does not offer legal advice or advocate for the child’s wants, although that may be taken into consideration).
  • A crisis counselor.

  • Take the child into their home or have the child in their custody.
  • Become a surrogate.
  • Become part of the resolution of the case.
  • Transport the child.
  • Supervise visits between parents and children.
  • Try to work our problems between family members, except by making recommendations to the Court of the families to whom they are assigned.
  • Make placement arrangements for the child.
  • Give money or expensive gifts to the child or family.

We recruit everyday citizens to make a difference in a child victim's life.  You don't have to have a special degree to be a CASA Volunteer.

We train our CASA Volunteers using a National and State mandated training that equips our CASA Volunteers to be the best advocates for the children they serve.

Our staff collaborates, supports, and supervises the efforts of each of our CASA Volunteers to ensure they are never alone in their advocacy journey.

CASA of the Bluegrass is a member of the National CASA/GAL Association, as well as being a part of the Kentucky CASA Network.

The National CASA/GAL Association, together with state and local member programs, supports and promotes court-appointed volunteer advocacy so every child who has experienced abuse or neglect can be safe, have a permanent home, and the opportunity to thrive.

The Kentucky CASA Network is an association of 21 local programs, covering 94 Kentucky counties, which served 3,472 abused and neglected children in 2023. The KCN also advocates for the needs of CASA programs with industry stakeholders in the Capitol and throughout the state. The KCN, as well as all local CASA programs, are governed by the Kentucky Revised Statutes (KRS).
